چکیده

تحرک هوشمند به‌عنوان یکی از عناصر کلیدی توسعۀ پایدار شهری، تأثیر قابل‌توجهی در ارتقای کارایی حمل‌ونقل عمومی، کاهش آلودگی‌های زیست‌محیطی و بهبود کیفیت زندگی شهروندان دارد. در این راستا، مناطق مختلف کلان‌شهر تبریز، ازجمله منطقۀ دو، با چالش‌های متعددی در زمینۀ تحرک هوشمند مواجه هستند. این پژوهش باهدف تحلیل نقش تحرک هوشمند در دستیابی به توسعه پایدار شهری و اولویت‌بندی مؤلفه‌ها و نقاط قوت، ضعف و فرصت‌های موجود، انجام‌شده است این مطالعه توصیفی - تحلیلی است و داده‌ها بر اساس مطالعات کتابخانه‌ای و تحلیل نتایج پژوهش‌های پیشین گردآوری‌شده‌اند. به‌منظور تحلیل داده‌ها، از روش‌های تحلیل آماری توصیفی و محتوای کیفی بهره گرفته‌شده است. روش تحلیل داده‌ها به‌صورت ترکیبی (کمی – کیفی) با استفاده از نرم‌افزار پایتون و میک مک استفاده‌شده است. نتایج بر اساس نرم‌افزار پایتون نشان می‌دهد که تحرک هوشمند می‌تواند به طور مؤثری در کاهش مشکلات ترافیکی، کاهش آلاینده‌های شهری و بهبود دسترسی به خدمات عمومی در منطقۀ دو تبریز نقش‌آفرینی کند و اولویت‌بندی مؤلفه‌های مؤثر بر اساس نرم‌افزار میک مک توسعه پلتفرم‌های مشارکتی برای تعامل شهروندان با مدیریت شهری با عدد 969 بیشترین سهم را در اثرگذاری مستقیم و مؤلفه گسترش زیرساخت ارتباطی پایدار مانند شبکه، مراکز داده و حسگرهای شهری با عدد 1145 بیشترین سهم را در اثرگذاری غیرمستقیم دارد. درنتیجه، پیشنهاد می‌شود سیاست‌گذاری‌های آینده بر توسعۀ فناوری‌های نوین و تخصیص منابع مالی کافی متمرکز شوند تا این منطقه بتواند به پیش‌گام توسعۀ پایدار شهری در کلان‌شهر تبریز تبدیل شود.

A B S T R A C T
Smart mobility, as one of the key elements of sustainable urban development, has a significant impact on enhancing the efficiency of public transportation, reducing environmental pollution, and improving the quality of life of citizens. In this regard, different areas of the Tabriz metropolitan area, including District 2, face numerous challenges in the field of smart mobility. Objective: This study was conducted with the aim of analyzing the role of smart mobility in achieving sustainable urban development and prioritizing the components as well as the existing strengths, weaknesses, and opportunities.This research is descriptive-analytical, and the data were collected based on library studies and analysis of the results of previous research. In order to analyze the data, descriptive statistical analysis methods and qualitative content analysis were employed. The data analysis method was applied in a combined manner (quantitative-qualitative) using Python and MICMAC software. The results based on Python software show that smart mobility can effectively contribute to reducing traffic problems, decreasing urban pollutants, and improving access to public services in District 2 of Tabriz, and the prioritization of influential components based on MICMAC software indicates that the development of participatory platforms for citizen interaction with urban management, with a value of 969, has the highest share in direct influence, and the component of expanding sustainable communication infrastructure such as networks, data centers, and urban sensors, with a value of 1145, has the highest share in indirect influence. Therefore, it is recommended that future policymaking focus on the development of modern technologies and the allocation of sufficient financial resources so that this district can become a pioneer of sustainable urban development in the Tabriz metropolitan area.
Extended Abstract
Introduction
The smartization of transportation systems and their integration with planning for sustainable development, as a key strategy in the urban management of Tabriz, will play a decisive role in improving the quality of life of citizens and ensuring environmental sustainability. District 2 of Tabriz city, despite its diverse urban infrastructure and strategic position, is among the areas that face problems such as traffic congestion, environmental pollutants, and insufficient access to public transportation. This district, as one of the important centers of urban activities in Tabriz, can become a model for sustainable urban development through the enhancement of smart transportation infrastructure. In the present study, an attempt has been made to evaluate the current status of smart mobility in District 2 of Tabriz and to examine its relationship with sustainable urban development. The main objective is to analyze the extent of the impact of smart mobility on sustainable urban development and to present suggestions for improving smart transportation infrastructure in this district. In this regard, the identification of strengths, weaknesses, and existing opportunities in District 2 of Tabriz city and the presentation of solutions for improving smart transportation infrastructure are pursued. The results of this research can contribute to informed and sustainable decision-making and provide the necessary groundwork for transforming District 2 of Tabriz into a successful example of smart mobility in Iran. In line with addressing the research objective, the main research question is formulated as follows: How can transportation problems and environmental issues be improved through the application of smart technologies, and what solutions can be proposed to achieve sustainable smart mobility in District 2 of Tabriz?
The research hypotheses are as follows:

The application of smart technologies in the field of transportation has a positive and significant effect on sustainable urban development in District 2 of Tabriz city.
The use of intelligent traffic management systems leads to a reduction in traffic and congestion in District 2 of Tabriz.

Methodology
This research is descriptive-analytical in nature and was conducted with the aim of examining the current status of smart mobility in District 2 of Tabriz city and analyzing its impacts on sustainable urban development. The required data were collected through library studies and the review of statistical data and up-to-date information related to public transportation infrastructure in District 2 of Tabriz. The data analysis method was carried out in a combined manner (mixed method) using quantitative, qualitative, and futures studies approaches:

Quantitative section: In this section, sustainable development indicators and statistical analysis were used to assess the impact of smart mobility on reducing traffic problems, decreasing environmental pollutants, and increasing the efficiency of public transportation in District 2.
Qualitative section: In this section, content analysis of texts and documents, as well as interviews with experts, were used to identify challenges, opportunities, strengths, and weaknesses in the field of smart mobility in the study area.
Futures studies and structural analysis section: At this stage, the structural analysis method based on MICMAC software was employed.

 
Result and Discussion
One of the main challenges of District 2 of Tabriz city is the high volume of traffic during peak hours and the existing limitations in its management. Smart mobility, through the use of modern technologies such as intelligent traffic management systems and real-time information systems, can help improve traffic flow and reduce congestion on the main routes of this district. By utilizing advanced algorithms and centralized databases, the possibility of predicting congestion and guiding users toward alternative routes is provided, and in this way the efficiency of public and private transportation is improved, it should be noted that heavy traffic and improper use of private vehicles are among the main factors contributing to air pollution in District 2 of Tabriz. The implementation of smart mobility systems, such as electric vehicles and car-sharing programs, can contribute to reducing air pollutant emissions. In addition, the development of the necessary infrastructure for smart cycling and walking, including safety systems and planned routes, is considered an effective solution for reducing environmental pollution and strengthening sustainable mobility, it should be noted. Smart mobility can facilitate residents’ access to public services such as schools, hospitals, and green spaces by creating technological infrastructure in District 2 of Tabriz. The design of intelligent public transportation networks with precise time scheduling and increased geographical coverage can ensure a more equitable distribution of urban facilities and enhance the quality of life of citizens. This not only helps reduce the time and cost of intra-urban trips but also increases the level of citizen satisfaction, it should be noted. Despite the numerous opportunities that smart mobility provides for District 2 of Tabriz, challenges such as a lack of technological infrastructure, budget constraints, and the absence of coordination among managerial sectors are considered among the main obstacles to the implementation of these plans. The realization of smart mobility requires effective policymaking, the provision of sufficient financial resources, and the enhancement of public awareness. In addition, coordination among relevant institutions and the attraction of investment in the field of smart transportation technologies can pave the way for the successful implementation of these systems and the achievement of sustainable development goals in this district, it should be noted.
 
Conclusion
The results of this study showed that smart mobility can play a significant role in improving the quality of urban life. Focusing on District 2 of Tabriz city, it was found that the application of modern technologies in transportation systems can lead to a reduction in traffic congestion, a decrease in environmental pollution, and an improvement in energy efficiency. These achievements not only contribute to sustainable urban development but also lead to increased citizen satisfaction with public transportation services.
